Yes. California Regional Centers can provide services for people with Fetal Alcohol Spectrum Disorders (FASD) when the person meets the eligibility criteria under the Lanterman Developmental Disabilities Services Act.

A diagnosis alone does not automatically qualify someone, but FASD can qualify if it results in substantial functional limitations in areas such as learning, self-care, language, independent living, social skills, or self-direction. Importantly, many of the same impairments required for an FASD diagnosis are also the very functional limitations considered for Regional Center eligibility, meaning the two often run parallel.

In California, eligibility is based on the level of developmental disability and functional impairment, not simply the name of the diagnosis. Some individuals may qualify under intellectual disability, while others may qualify under the “fifth category” for conditions closely related to intellectual disability that require similar treatment and support.
